A RAW hard drive partition means that the file system in that partition is not at all recognized by Windows or Mac operating systems. As a result, the file system drivers cannot mount up that partition with a file system. Since the OS cannot see any file system in that drive, it simply prompts you to format the drive with a file system identifiable by OS.
